Utility User Tax Information 
Since 1969, City of Pomona residents have paid a tax on their utility bills, which helps to fund a wide array of vital City services. The Utility Users' Tax is applied to electric, gas, telephone and water billings, and presently stands at a rate of nine (9%) percent.
For those households with limited gross incomes, a Utility Users' Tax exemption may be available, based upon income and family size. For Calendar Year 2007, the qualifying levels are as follows:
One Person Household: $18,588 per year
Two Person Household: $19,825 per year
Three Person Household: $21,967 per year
Four or more Person Household: $28,235 per year
