NEBO SECTIONS

SECTION 1 - NEW HIRE GUIDE

This guide provides you with a brief overview of the City of Pomona. You will be required to electronically sign an acknowledgement form that you have read and understand the information provided in this guide. This form is located in Section 5.

SECTION 2 - NEW HIRE PACKET - FORMS TO BE COMPLETED

These forms need to be completed to set you up as a new employee. You must complete all the forms included in the "New Hire Packet" section and return the completed forms via e-mail or bring to Rebecca Valadez, Human Resources Assistant, in the Human Resources Department no later than your first day of employment.

This section addresses a number of important policies that govern many areas of employment. It is important that you become familiar with these policies. SECTION 4 - SAFETY AND INJURY PREVENTION

The City has an Injury and Illness Prevention Policy (IIPP) in place that meets or exceeds the requirements set forth in Cal/OSHA's Injury and Illness Prevention Program. The City's policy places the responsibility for safety on all employees including Directors, Managers and Supervisors. Because of the City's desire to provide a safe and hazard free work environment, it is incumbent upon all City employees to report any unsafe condition in the workplace. Additionally, the IIPP policy requires that the City's Safety Officer conduct training on various topics that will aid in workplace safety as well as accident and incident investigation. You will be required to electronically sign an acknowledgement form that you have read and understand the information posted in this Section. This form is located in Section 7.

SECTION 5 - ACKNOWLEDGEMENT FORMS

After you have read Section 1-4, you must electronically sign the acknowledgment form below.

SECTION 6 - SALARY AND HOLIDAY SCHEDULE

The city is on a biweekly pay system. The payroll calendar identifies the beginning and ending days of the pay periods and all recognized City holidays. Employees are paid every other Thursday for the previous two (2) weeks worked.

SECTION 7 - MAYOR AND CITY COUNCIL

The City of Pomona has a Mayor/City Manager form a government and is divided into six (6) districts each represented by a Councilmember. The Mayor is elected at large by voters throughout the City.

SECTION 8 - CITY OF POMONA FACTS AND FIGURES

The City of Pomona is the fifth largest City in the County of Los Angeles. Pomona is located in the center of the Greater Los Angeles Basin, adjacent to the vast and expanding Inland Empire. Pomona has the advantage of easy access to several major freeways and lies within ten miles of a major airport. Ten colleges lie within a 15-minute drive from downtown Pomona, including the Claremont Colleges, University of La Verne, and California State University Polytechnic, Pomona.

SECTION 9 - CITY ORGANIZATIONAL STRUCTURE

SECTION 10 - EMERGENCY PREPARENESS

The Human Resources Department, in conjunction with the Police and Fire Department, is responsible for the City's emergency response in the case of a natural disaster or any other type of emergency. An employee emergency evacuation plan has been developed that provides evacuation routes from City faciliteis in the event of an emergency. In addition, the City has an Emergency Operations Center (EOC) that may or may not be activated, depending upon the severity of the incident. The Human Resource Department post information periodically on the City's internet and intranet sites regarding the Emergency Services program and/or any training that may be provided.

Family and Medical Leave Act

The Family and Medical Leave Act (FMLA) provides eligible employees with up to twelve (12) workweeks (480 hours) of unpaid, job protected leave during a twelve month period. While on FMLA, employees must use paid accrued leave, if available in accordance with City Policy. FMLA requires that group health and dental benefits be maintained during the leave at the same level as if the employee continued to work.

Purposes of FMLA

The Family and Medical Leave Act allows employees to balance their work and family life by taking reasonable unpaid leave for certain family and medical reasons. Job protected leave.

Employee Eligibility

To be eligible for FMLA leave, an employee must meet both eligibility requirements listed below:

  1. Employee must have worked for the City for at least twelve (12) months; and
  2. Employee must have worked at least 1,250 hours during the twelve months prior to the start of the FMLA leave

Reasons for Leave

Leave is only permitted for the following reasons:

  1. The birth of a child or to care for a newborn of an employee;
  2. The placement of a child with an employee in connection with the adoption or foster care of a child;
  3. To care for a child, parent, spouse or registered domestic partner who has a serious health condition;
  4. Because of a serious health condition that makes the employee unable to perform the functions of his/her position;
  5. All leaves designated as Worker's Compensation Leave. (Except for 4850)
  6. Leave for a "qualifying exigency" may be taken arising out of the fact that an employee's spouse, child, or parent is on active duty or call to active duty status in the National Guard or Reserves in support of a contingency operation (under the FMLA only, not the CFRA); or
  7. Leave to care for a spouse, child, parent, or "next of kin" service member of the United States Armed Forces who has a serious injury or illness incurred in the line of duty while on active military duty (this leave can run up to 26 weeks of unpaid leave during a single 12-month period) (under the FMLA only, not the CFRA).

SECTION 3 - MEMORANDUM OF UNDERSTANDING AND PERSONNEL RULES AND REGULATIONS FOR EXECUTIVE MANAGEMENT GROUP A AND B EMPLOYEES

The MOU covering your position is posted below. You will be required to sign an acknowledgement form acknowledging that you have read the MOU. This form is located in Section 7.

If you are a supervisor, please become familiar with all the appropriate MOUs as you will be responsible for abiding by and enforcing the provisions of these documents.

These rules describe the process for employment and the City's classification and compensation plans. SECTION 8 - BENEFITS

The City offers a generous benefit package with includes medical, dental, life, and disability insurance, in addition to a retirement plan, and additional voluntary plans. You will meet with Human Resources Analyst in charge of benefits on your first day or first week of employment to review the options and complete the necessary enrollment forms.

SECTION 9 - MISCELLANEOUS

  1. PMMCEA Association Membership Form - If your position is represented by PMMCEA, you may elect to become an association member. To obtain more information contact a City association representative.

  2. Death Benefit Fund Program -The City recognizes that an untimely death of an employee may create unexpected financial obligations that individual life policiesare often delayed beyond the time of immediate need; therefore, this voluntary plan is available and funded by the participating employees’ contributions.  This is a voluntary plan and employees can enroll at any time during employment.

  3. Pomona Municipal Management Club - The PMMC is a voluntary, non-profit organization of management, professional, and confidential City employees. The club provides its members with social, educational, and career development opportunities. Dues are $6 per month and are deducted from your paycheck.

  4. Inland Empire Credit Union - City employees are eligible to open an account with the credit union. Catastrophic Leave Donation Program

Under the provisions of the City's Donation Policy for Catastrophic Illness, employees may donate leave accruals to an eligible City employee who has exhausted his/her accrued leave credits. Donated leave credits will be used to cover the employees absence due to a catastrophic illness or injury of an immediate family member or the employee's own serious heath condition which results in the employee being required to take time off from work for an extended period.

Immediate Family Members include the following:

  • employee's spouse
  • registered domestic partner
  • children
  • step children
  • foster children
  • parents
