Note: A fixed minimum dollar amount of $5.64 is hereby set for each bi-monthly bill. The applicable fixed service charge plus the volume charge $/HCF must exceed the fixed minimum dollar amount, and if it does not, then the fixed minimum dollar amount of $5.64 will be charged to the account holder.

 
Sewer System Management Plan (SSMP)

The State Water Resources Control Board (SWRCB) adopted Order Number 2006-0003-DWQ, the Waste Discharge Requirements (WDRs), which requires all federal and state agencies, municipalities, counties, districts and other public entities that own or operate a wastewater collection system greater than one mile in length to develop and implement a system specific Sewer System Management Plan (SSMP).  The SSMP documents how an agency manages its wastewater collection system.

The SSMP prepared by the City of Pomona is in compliance with the Waste Discharge Requirements (WDR) and documents the City’s system specific plans and programs to operate, maintain, and manage its wastewater collection system.

Fats, Oils, Grease (FOG)

The City of Pomona encourages the public to protect the wastewater collection system from the improper disposal of fats, oils and grease (FOG).

Placing fats, oils or grease down a sink can lead to a clog in the sewer line that can lead to wastewater backing up into homes, businesses and out into the streets.  Cleanup can be expensive for homeowners and businesses.  Businesses like restaurants can be subject to fines and closure.

Your help is needed to stop these blockages from occurring.  The easiest way to solve this problem is to keep fats, oil and grease out of the sewer system in the first place.  The following tips can help keep our sewer system flowing:

  • Never pour fats, oils or grease down sink drains or into toilets
  • Scrape grease and food scraps from trays, plates, pots, pans, utensils, grills and cooking surfaces into a can or trash for disposal
  • Do not put grease down garbage disposals

Sewer backup and overflows affect everyone.  Increased sewer blockages and overflows are expensive.  This can lead to costly maintenance and heavy fines from regulatory agencies, ultimately increasing your sewer fees.  For more information on the City’s FOG program please call the Water/Wastewater Operations Division at (909) 620-2251.

 
Sanitary Sewer System

The City of Pomona Water/Wastewater Operations Division is responsible for the operation and maintenance of an extensive wastewater collection system and is tasked with ensuring proper and efficient operation of the system.  The City provides sewer service throughout the City and to a limited area outside the City limits.  

The City’s wastewater collection system consists of approximately 306 miles of gravity sewer, 4 pump stations, 1.4 miles of force mains, over 6,000 manholes and five siphons.

Sewage collected by the City’s wastewater collection system is conveyed to the Pomona Water Reclamation Plant (PWRP) for treatment and disposal under the authority of the Los Angeles County Sanitation Districts (LACSD).

Pomona today benefits from the decisions of forward-thinking farmers, landowners, and civic leaders in the past who secured underground water rights for the City of Pomona and managed such as a shared resource. Pomona receives over 3/4ths of its water from underground reservoirs, a precious natural resource derived from its location adjacent to the San Gabriel Mountains and Mount Baldy. The mission of the Water Division is to protect and manage this natural resource for the people of the City of Pomona and to provide the cleanest water possible to the residents and businesses of Pomona.

 

Water Maintenance and Operations

  • The Water Division provides safe, high quality water, and delivers this water upon demand in an efficient manner at a reasonable cost to residents and businesses within the City of Pomona.  The Division maximizes locally produced groundwater and locally collected surface water to minimize reliance on more expensive purchased water through the efforts of production, distribution and construction, water quality, and water treatment sections.

Administration & Engineering

  • The Administration and Engineering program provides an overall administration, fiscal control, and interagency coordination with affiliates in the water industry, including the oversight for water quality, production, delivery, engineering designs, and the implementation of the City’s Capital Improvement Plan (CIP) programs, ensuring the effective and efficient operation of the water system.

Water Production

  • Maximize locally produced groundwater and locally collected surface water to minimize reliance on more expensive purchased water from Metropolitan Water District (MWD) and Three Valleys Municipal Water District (TVMWD) so that the highest quality water can be supplied upon demand to the City's customers in an effective and efficient manner at the least cost to the City.  Program activities include acquiring and storing sufficient quantities of high quality water and recycled water to serve residents and businesses.

Water Distribution & Construction

  • Provides the maintenance of the City's water distribution system by carrying out scheduled inspections of operations and providing for the repair of gate valves, pressure regulating valves, meters and fire hydrants. In addition to providing emergency repair service for broken mains, service lines, fire hydrants and other distribution system equipment so that the City's water customers have a safe, sufficient and uninterruptible supply of water to meet their varied needs.

Water Quality Control

  • Ensures the highest quality of delivered water and the proper operation of water physical plant facilities, by providing cross-connection control, chemical analysis and bacteriological testing, as well as reporting on the quality of the City's water to its customers and various governmental agencies. A primary goal is that the City's water utility remains in compliance with the Environmental Protection Agency (EPA), California Department of Public Health (DPH) and Los Angeles County Health Department requirements.

Water Treatment

  • Operates and maintains the City's water treatment facilities, air stripping towers, anion exchange plants, and includes the inspection, repair and maintenance of plant equipment. Determine the optimum blending ratios of water in accordance with the California Department of Public Health (DPH). Determines proper dosage of chemicals to ensure that treatment objectives are met and that the delivered water is safe for consumption. These facilities process surface water and groundwater which allows Pomona to provide water at a much lower rate.

  • Provides for the safe, effective, and efficient operation of the wastewater collection and conveyance system through maintenance services, engineering services, customer service, and financial oversight.
