Services.

The Planning Division provides professional planning services for the Pomona community which includes drafting, implementing, and administering various comprehensive citywide plans, specific plans, neighborhood plans, and the overall zoning code related to development activities. 

City Vision.

In 2014, the City Council adopted a Citywide Comprehensive General Plan Update and a Corridors Specific Plan which will provide for a new “vision” for the future growth of the City of Pomona, with the Specific Plan focusing on the four major arterial streets of Holt, Mission, Garey, and Foothill Boulevards. 

Plan Processing.

The Planning Division will be processing plans for a variety of new developments along these important corridors as well as neighborhoods throughout the City that are anticipated for short and medium term change.  The Citywide zoning and subdivision ordinance is currently being updated to reflect a new vision  for Pomona.

1. Public Review of an Initial Study and Mitigated Negative Declaration (IS-MND) for 1561 Via Estrella Subdivision

The City of Pomona (City), as Lead Agency under the California Environmental Quality Act (CEQA), has completed a draft Initial Study-Mitigated Negative Declaration (IS-MND) in accordance with CEQA for the project located at 1561 Via Estrella (proposed project). The IS-MND        discloses potential environmental impacts associated with the proposed project and recommends mitigation measures to reduce any identified impacts to less than significant levels. The IS-MND is now available for public review through June 4, 2020 at 5:00pm.

The City of Pomona (City), as Lead Agency under the California Environmental Quality Act (CEQA), has completed a draft Initial Study-Mitigated Negative Declaration (IS-MND) in accordance with CEQA for the apartment project located at 1490 W. Mission Boulevard (proposed project). The IS-MND discloses potential environmental impacts associated with the proposed project and recommends mitigation measures to reduce any identified impacts to less than significant levels. The IS-MND is now available for 20-day public review commencing on January 22, 2020 through February 11, 2020 at 5:00pm

3. Public Review of the Revised Draft Pomona Housing Element (2013-2021)

The Development Services Department is circulating a revised draft housing element for public review prior to completing a final revised draft housing element to send to the California Department of Housing and Community Development (HCD).  The Pomona Housing Element Amendment (Case No. GPA 9043-2017) is now available for 30 day public review commencing on October 20, 2018 through November 20, 2018 at 5:30 p.m.

4. Public Review of the Pre-Draft Revised Housing Element 2013-2021 – Available on September 15, 2018.  Planning Commission Meeting held on September 26 and City Council Meeting Held on October 15.

The Development Services Department is circulating a revised draft housing element for public review prior to completing a final revised draft housing element. The final document will be sent to the California Department of Housing and Community Development (HCD) for certification. Once the state HCD office completes their review a final copy will be brought back to the City for final approval. This document is scheduled for review by the Planning Commission on September 26, 2018 and by the City Council on October 15, 2018.
